<P align=center><STRONG>企业景气降幅收窄 企业家信心指数回升</STRONG></P>
<P> 4月10日，国家统计局中国经济景气监测中心发布的2012年一季度全国企业景气调查结果显示，一季度企业景气指数为127.3，比去年四季度略降0.5点；企业家信心指数为123.0，比去年四季度回升2.1点。</P>
<P> 企业景气指数虽略有回落，但是仍在景气临界点100之上，国家统计局中国经济景气监测中心副主任潘建成博士认为，从微观企业整体反映出的宏观经济运行状况仍处于景气区间。</P>
<P> 小幅回落的企业景气指数，表明企业的景气状态仍有所下滑，但是今年一季度则与去年四季度几乎持平，呈现企稳迹象。</P>
<P> 反映企业家对当前企业经营状况满意程度的即期企业景气指数仍明显高于100这样一个临界值，说明企业家虽然对当前企业经营状况的满意度下降，但整体来看宏观经济运行仍处于景气区间。</P>
<P> 此前国家统计局公布的数据显示，今年前两个月，全国规模以上工业企业实现利润6060亿元，同比下降5.2%，出现了较大幅度的下滑。市场人士指出，企业利润空间的收窄，经营压力的上升，这些都是促使企业家对当前企业经营状况满意度下降的重要因素。</P>
<P> 企业家信心指数是通过企业家对企业所在行业形势的判断来反映企业家对宏观经济信心的指标，通常在经济下滑期间，企业家信心指数往往明显低于企业景气指数，反映企业家对宏观形势的担忧情绪存在一定程度的放大效应。今年一季度，企业家信心指数虽然仍低于企业景气指数，但由于比上季度回升2.1点，致使今年一季度这一差距缩小到4.3。潘建成分析认为，这在一定程度上表明企业家的信心处于恢复之中。</P>
<P> 反映企业家对未来企业经营前景预期的企业景气指数，比去年四季度提高4.4点，说明企业家对未来表现出一定的乐观预期。潘建成认为，这种预期一方面来自需求的逐渐回暖，比如工业生产者出厂价格环比止跌回升就从一个侧面反映需求回暖的趋势；另一方面或许反映了企业家对宏观调控的信心。</P>
<P> 市场人士也指出，3月份PPI环比上涨0.3%，PMI继续回升，这两个数据反映出当前需求开始回升，宏观经济企稳的势头进一步巩固。</P>
<P> 当前市场普遍预计，今年一季度我国GDP增速在8.5%左右，国内经济增速有触底回稳的态势。在积极的财政政策和稳健的货币政策的合理搭配下，今年我国经济出现“硬着陆”的风险很小。基于对宏观调控政策的信心，各方普遍预计今年我国经济有望保持合理的增速，后期走势会逐步走高。当前市场对我国未来经济的预期，也提升了企业家的信心。</P>
<P> 今年我国下调了经济增长的目标，为结构调整预留了空间。不同行业间的企业景气差异，也显示出我国经济结构调整进一步前行。</P>
<P> 企业景气指数最高的信息传输软件和信息技术服务业，比最低的房地产业景气指数值高46.8点，两个行业的企业家信心指数差异更是高达69.1点。</P>
<P> 针对信息传输软件和信息技术服务业景气指数值最高这一现象，潘建成认为，一方面与企业转型升级对信息化的需求快速增长相关，另一方面也与城乡居民收入水平提高后，消费结构升级对信息化产品和服务需求增长相关。</P>
<P> 房地产行业景气指数值最低，显然与我国持续严厉的房地产宏观调控相关。今年我国继续保持房地产宏观调控方向不变，调控效果不断显现，投机型需求被挤压出去，目前房价下降的趋势继续延续。在政策未见松动的大环境下，房地产开发企业对房市后势并不乐观。2月份“国房景气指数”继续回落并且在不景气区间运行，这一数据也反映出房地产调控挤压房地产投机泡沫对整个行业产生的重大影响。</P>
<P> 此外，行业差异还表现在多数服务业景气指数高于工业，工业内部与消费关联密切的轻工业如食品、医药、烟草等高于与投资关联密切的重工业如钢铁、水泥、化工等，表明消费对经济增长的相对贡献在增强。</P>
<P> 潘建成认为，行业的景气差异造成了对不同行业的投资热情差异：信息传输、软件和信息技术服务业企业计划投资较快增长，计划下季度投资“增加”的比“减少”的多27.2个百分点；而房地产企业计划投资“增加”的比“减少”的则少6.9个百分点。以上行业差异的背后或许反映出宏观调控和经济转型的成效在逐渐显现。</P>
<P> 此外，中部地区企业景气指数较高，显示出中部经济形势相对乐观，这可能主要与市场需求相关。</P>
<P> 潘建成说，中部地区景气度相对较高或许与其受国际市场波动影响较东部轻，在承接东部产业转移方面又较西部具有相对的人力资源优势、区位优势、产业基础优势相关。</P></td>
